The Workers' and Peasants' Soviet Government, in its fourth year (1921-22), made preparations for establishing relations with foreign capitalist countries. It convened congresses of the International of Communist Parties of the world. Lenin, whose health was failing, continued to present analyses and recommendations on the various problems facing the Russian people. His contributions show the tireless work of a great leader.
