Lenin analyzed and guided the problems of building socialism in Russia, a backward country with a small-scale majority in the 1920s. This volume includes works on the tasks of youth clubs, on proletarian culture, and on the duties of trade unions - methods for fulfilling them, as well as a foundational work on the new economic policy, On commodity taxation. Lenin argues that the Soviet government should use its political successes to employ a strategy of retreat in the economic sphere, thereby securing the foundation for the transition to socialism.
